First Capital Engineering, Inc. (FCE) is a small, woman-owned business located in York, Pennsylvania. Since 1995, FCE has provided civil engineering, land surveying, landscape architecture, environmental, and construction inspection services to clients throughout Pennsylvania, Maryland, West Virginia, Virginia, New York, New Jersey, and Delaware. That being said, FCE is certified by the Commonwealth of Pennsylvania under the Uniform Construction Code (UCC). We offer a broad range of construction inspections and contractor quality control (CQC) services for various industries including utilities, environmental, water/wastewater, building, and recreational projects.
