Eugene Baker, owner of C. E. Baker Construction, Inc., is a PHBA Board member and 2008 President of the Peninsula Housing and Builders Association (PHBA) and Past President of the Peninsula Remodelers Council (PRC). He is also a member of the National Association of Home Builders (NAHB) and the Better Business Bureau (BBB) and serves as an area director at the Home Builders Association of Virginia (HBAV). C. E.
