Section 404 of the Clean Water Act authorizes the regulation of the discharge of materials into Waters of the United States. The program is administered by the Army Corps of Engineers through Navigation and Navigable Waters regulations 33 CFR 320-338. With well over 100 years of combined years of planning, environmental, design, and construction engineering & inspection of Federal-Aid and State-Aid transportation projects, our staff have been involved in all aspects of planning, NEPA, design and construction oversight for numerous major multi-million dollar highway projects.
