Our comprehensive preconstruction services assist clients with project scope development, constructability reviews, value engineering, and preparation of construction costs. All of our construction cost estimates are prepared in-house by our professional estimators, and we supplement these estimates with pricing from either our subcontractor base or project specific, pre-qualified subcontractors.

O'Neal provides at-risk construction services for projects ranging from in-plant modifications to major grassroots facilities. Teaming with its in-house design group, O'Neal's construction professionals engage early in project development to provide input on constructability, project execution and planning that drives design toward more efficient project delivery. In the field, O'Neal's construction teams manage the complex construction scopes that are a part of O'Neal's industrial portfolio. With in-house construction expertise in all trades, from civil, structural and architectural to mechanical, electrical, fire protection, instrumentation and controls, O'Neal provides management of every phase of the work.

We work through our Capital Appropriation Process (CAP) to provide a structured methodology to establish project criteria and establish a foundation approach. O'Neal's preconstruction group is staffed by seasoned professionals with specialization in CSA, mechanical and electrical. The group provides estimating services ranging from O'Neal's proprietary SCOPE process for directional estimating, to FEL 1, 2 and 3 efforts, owner-specific appropriation grade and fixed price estimates.
