The new company's goal was to meet a need in the community for a paving contractor that would do the very best job possible without shortcuts in workmanship or quality. This goal inspired the original company motto: "We can do it better because we care." The operation began with Leon Martin as salesman and foreman of the paving crew and Clara Martin handling the office duties in the family's home.

Dust is also increasingly being viewed as an environmental issue. Marvin Paving offers three products to help with dust problems: MC-30 dust oil, Emulsion prime coat, and Pennzsuppress. Dust oil can help stabilize stone areas and also keep expensive stone from disintegrating and floating into the air. MC-30 dust oil is an asphalt-based dust oil that uses a penetrant to allow asphalt to bind with stone and dust.
