Greenwood & Moore (G&M) was established in 1994 between Ray Greenwood and Jeff Moore; Ray Greenwood who was an established long-standing Civil Engineer in Castro Valley retired shortly thereafter. Jeff's core belief is that it is his privilege to provide and to deliver to each client superior service and excellence in the fields of Civil Engineering, Design, Land Surveying, and Land Use Planning throughout Northern California. Jeff was raised in Southern California, attending Cal Polytechnic University in Pomona for his undergraduate studies in Civil Engineering, and then continued his education at the University of California in Berkeley whereby he obtained a Master's Degree in Civil Engineering in 1986.

Under the leadership of Michael L. Emerson, Hayward 9/11 Memorial's Originator, Designer and Build Manager, G&M was pleased to volunteer its employees time to this Veterans Memorial project by providing both Civil Engineering and Land Surveying services. The Memorial was built to forever honor and remember the heroes of 9/11. In addition, the memorial also honors and remembers the City of Hayward's first responders and veterans. There are 164 names of Hayward City veterans who were killed in action listed on the memorial from the Spanish-American War to the present.
