Precast-concrete manufacturer Clark Pacific wanted to convert a 90-acre site that once held a Spreckles sugar refinery to one suitable for producing and storing large precast-concrete pieces for the building industry. The site, which included old underground pits, pipes and trenches, would have to support concrete products and the massive cranes used to move them. In addition, the flat site needed drainage improvements to mitigate runoff from the proposed improvements. Laugenour and Meikle had provided engineering services to Spreckles and we were able to pull engineering files from our archives and the sugar refinery records room to determine the approximate location of existing underground facilities.
The charter high school site contains several buildings, as well as athletic fields, parking and an amphitheater requiring a flood plain analysis and design solution to resolve local flood conditions, and a grading plan that included a no-net floodplain impact. In addition, the large project held the interest of several governmental agencies and required careful coordination to meet complex regulatory requirements. Working closely with the architect and government agencies, we successfully created a site plan that met each of the challenges and all regulatory requirements, including retrofitting of storm water quality measures after project approval and grading.
We began providing civil engineering and surveying services to clients in 1953. Since that time, we have gradually expanded our services within those fields, adding the staff to handle a wider range of projects across a larger geographic area.
